I can't figure out how to enable topic creation on the forum.

I checked user permissions and searched through the settings, but couldn't find a way to enable the ability to create new topics and reply to them.
Did I miss it?

Figured it out. I created categories, not forums. I created forums and everything works.

On the same page where you created those topics, you then have to go back in and create the thread.
